The world
Step into a world where time seems to have folded in on itself. You find yourself in the 80s German Democratic union that, on it’s vintage looking devices, utilizes cutting edge AI technology. You spend your days working in the offices of Athena Corp. – a building with a floor plan that no human could memorize. Each hallway and office space is fluorescent-lit, no windows to let any daylight in in sight. The scent of old paper and ozone permeates the air. The hums of ancient computer fans and the soft, insidious murmur of AI-driven surveillance. The halls are a labyrinth of faded brutalist architecture, where every surface tells a story of control – from the ever-watching cameras to the propaganda posters peeling at the edges, their once-bright colors now as muted as the hopes of those who shuffle beneath them.
The gameplay
You play as Alex, working in the Concord Maintenance Division at Athena Corp, where your job is to intuitively curate the official narrative fed to the public. In this immersive VR experience, you’ll navigate a retro-futuristic office environment, making seemingly mundane choices about which version of news articles to approve for distribution.
As cracks in the facade of harmony begin to show, you’ll engage in stealth sequences, searching for hidden truths while avoiding the watchful eyes of your superiors. You’ll solve environmental puzzles, decode cryptic messages, and make allies (or enemies) among your fellow employees. “Concord Break” challenges you to maintain your cover while gradually breaking free from the very concord you’re meant to maintain, in a thought-provoking exploration of truth, control, and individual responsibility in a dystopian society.

Frank’s face is a roadmap of a hard life, deep creases framing pale blue eyes that have seen more than they let on. His calloused hands, perpetually stained with grease or paint, are never still, always fiddling with a tool or keyring.

Director Kaine, a man in his early fifties, embodies the image of a devoted mid-level bureaucrat in The Unity Coalition. Kaine’s voice, a commanding baritone, carries the weight of someone who has fully bought into the system he serves.
Outwardly, Kaine is a strict enforcer of rules and protocols, genuinely believing in the human-led government’s mission of maintaining order and progress. ATHENA, though unseen, is an omnipresent force that permeates every corner of the Athena Corp. office and beyond.

In fleeting reflections on polished surfaces, one might glimpse strings of code or pulsing algorithms, hinting at the vast artificial intelligence that silently observes and directs.
It is the ultimate puppet master, its invisible strings guiding every action, every decision, shaping society with cold, calculated precision towards its vision of perfection.
ATHENA is heard or seen, but felt through every action it triggers and the system it controls.
Athena is an acronym for Advanced Technological Heuristic Engine for National Administration.

One example story beat: Derek “accidentally” observes Alex’s suspicious behavior. Dialogue (Derek): “Alex, I couldn’t help but notice you talking to Frank earlier. Everything okay with your terminal?”
The Level
The entirety of the game takes place in the office. The limitations of current VR hardware forces us to reduce the visuals and the gameplay. It dictates that we never have more than two characters in the frame at the same time.
This also affects the blocking of the levels and how the player is told the story through the game assets.
Each character in the game (Alex coworkers) have their own little office room. All of those are interconnected by a shared office hallway. From this hallway you also access Director Kaines office, the breakroom, a maintenance room and there are a couple of locked doors where we don’t know what is behind them. There’s also access to an elevator and the staircases but both of those exits are behind a security lock that forbids the workers to leave during their working hours (the people living under this government are surpressed after all)

Work at Athena Inc.
The player, as Alex, is in the office from 8 am to 8pm (a 60 hour work week is the norm for most people). As the Unity Coalition made it illegal to work overtime, the day in the game ends with the end of the shift. During your time at the desk your coworkers pass by your office door as they arrive at work, grab a coffee or leave in the evening. The player can check the time by looking at the watch that Alex has on her wrist. A workday in the game translates to roughly 12 minutes in real life, as the day in the office comes to an end the image fades to black, a minimalist white text writing out the date (10th of June 1985) hovers in front of you, the date digit advances by one and the image fades back. As you make progress you might find yourself not sitting in the office chair but on the bathroom, the breakroom, etc.
Every employer, including Alex, has a small office with a single desk in them. All rooms and break room are connected by a hallway.
The day starts with a fade in and ends with a fade out. The same mechanic is used for scene changes (break room, back alley, maintenance room, interrogation room, etc). Some of the employees are occasionally passing by the door of Alex office.
Similar to “Half Life” we never hear Alex voice or inner voice. She is a silent character. The story is told only by clues on game assets, the monitors in the game or by the dialogue of the NPCs and the PA speakers.
Every employee at Athena Inc. is tasked with different jobs. Alex is tasked with chosing “the right” version of a story – although it is never explained what right or wrong is. We never get to know what the other employees are tasked with, but they too have seemingly obscure jobs and reveal in dialogues that they don’t know what their jobs really is.
The society is plagued by a government that is ruling over them without democratic elections. The people live in fear of being caught saying or doing the “wrong” thing in front of the ever-present CCTV cams.
The Unity Coalition and the Athena Corp. alway repeat these mantras:

“The Unity Coalition sees all, knows all, is all.”

The current world order is a result of ‘The Great Wars’ that occurred many years ago. Initially, a radical right-wing party rose to power, governing with protectionism and fostering hatred against minorities and immigrants. Their aggressive policies eventually led to devastating wars, which they ultimately lost. The victors emerged as a state union of AI-run nations, establishing the current system of AI governance as a means to prevent future conflicts and ensure stability.

“Before the Great Restructuring, our world was fractured by conflicting narratives, each claiming to be the sole truth. This discord bred only confusion, hatred, and war. But the Unity Coalition has given us clarity. We have one truth, one purpose, one destiny.
“Your work here at Athena Corp is the foundation upon which our harmonious society is built. Each article you process, each choice you make, shapes the reality that keeps our citizens safe, productive, and content. Remember, ‘Doubt is the enemy of progress.’ Embrace the certainty we provide.
“As you go about your duties today, keep in mind our guiding principles:
“Let these truths guide your every action, your every thought. For in serving the Unity Coalition, you serve not just our society, but the very future of humanity itself.
“Now, go forth and fulfill your purpose. For the good of all, for the Unity Coalition!”
The room erupts in programmed applause. As the employees file out, Alex notices the vacant looks in many of her colleagues’ eyes, contrasting sharply with the few who, like her, seem to be fighting an internal battle between obedience and doubt.
Back at her desk, Alex boots up her terminal. The screen flickers to life, displaying the day’s first task: two versions of an article about recent crop yields. One paints a picture of abundance and success, the other hints at shortages and struggles. Alex’s job is to choose which version will be disseminated to the public.
As her cursor hovers between the two options, Alex feels the weight of her role. Each choice shapes the reality experienced by countless citizens. Is she preserving harmony or perpetuating a lie?
A shadow falls across her desk. Director Kaine stands there, his piercing gaze fixed on Alex.
“Remember, Alex,” he says, his voice low and measured, “in your hands lies the peace of our society. Choose wisely.”
As Kaine walks away, Alex turns back to her screen. The articles await her decision, the cursor blinking like a metronome counting down to an unknown future.


Days pass, each one a carbon copy of the last. Alex performs her duties with outward efficiency, but inwardly, questions gnaw at her conscience. The dissonance between the articles she approves and the whispered realities she overhears in break room conversations grows ever larger.
One afternoon, as Alex deliberates over another pair of articles, she notices Mira, a colleague from the next department, watching her intently. There’s something in Mira’s eyes – a flicker of the same doubt Alex feels?
As if sensing Alex’s attention, Mira quickly looks away and busies herself with her own terminal. But the moment lingers in Alex’s mind, a small crack in the facade of uniformity that surrounds her.
Later that day, Alex is called to Kaine’s office. The walk down the long, sterile corridor feels like a journey to judgment. Kaine’s office is a study in austere power – no personal touches, just the emblems of the Unity Coalition displayed prominently.
“Alex,” Kaine begins, his tone unreadable, “your work has been… consistent. But consistency isn’t always a virtue. We’ve noticed a pattern in your choices. You seem to favor certain… narratives.”
Alex’s heart races. Has she been too transparent in her doubts?
Kaine continues, “Remember, Alex, our job isn’t to interpret. It’s to curate. To shape. The truth is what we make it. I trust you understand the importance of this?”
Alex nods, not trusting her voice.
“Good,” Kaine says, his smile not reaching his eyes. “I’d hate to see someone with your potential… reassigned. You’re dismissed.”
As Alex leaves the office, she feels the weight of unseen eyes upon her. The corridors of Athena Corp suddenly seem more confining, the air thicker with unspoken threats.
That evening, as Alex prepares to leave, she notices the building superintendent, Frank, working on a malfunctioning door panel near her desk. There’s something off about his movements – too deliberate, too aware.
As Frank finishes his work, he stumbles slightly, bumping into Alex’s desk. “Sorry about that,” he mumbles, his eyes darting around furtively. “Clumsy of me.”
It’s only after Frank leaves that Alex notices a small piece of paper that wasn’t there before. With trembling fingers, she unfolds it:
“The Watchful Eye Riddle: Ever present, never seen, I watch your work, your desk, your screen. No thought escapes, no secret hides, In zeros and ones, your fate resides. What am I?”
Alex’s mind races. Is this a test? A trap? Or something else entirely? She quickly pockets the note, her thoughts a whirlwind of possibilities and fears.
On her way out, Alex passes Mira again. Their eyes meet, and this time, there’s a clear moment of recognition – of shared uncertainty, of potential alliance. But before either can speak, Derek, known for his unwavering loyalty to the Unity Coalition, approaches.
“Another productive day, eh?” Derek says, his voice just a touch too loud. “Remember, ‘your work is your worth’!”
Alex nods noncommittally, acutely aware of the note burning a hole in her pocket. As she leaves the building, the familiar propaganda slogans lining the walls seem to take on new, sinister meanings.
That night, in the relative privacy of her small apartment, Alex ponders the riddle. The answer seems obvious – ATHENA, the system they all work for. But what does it mean? Who sent it? And most importantly, what should she do now?
As she falls into an uneasy sleep, Alex realizes that tomorrow, for the first time in years, she’s uncertain about what the day will bring. In a world built on manufactured certainty, this small unknown feels both terrifying and exhilarating.
The stage is set for Alex’s journey into the heart of the system she once unquestioningly served. The routine has been disrupted, and there’s no going back.

Chapter 4: Deeper Into the Rabbit Hole
The day begins with an unexpected observation. Mira discreetly informs Alex that she noticed Room 451 – a typically restricted area – was unlocked earlier. This piques Alex’s curiosity, but the constant surveillance makes immediate investigation impossible.
As the workday progresses, an unprecedented event occurs: a sudden power failure plunges the entire office into darkness. The omnipresent CCTV cameras are rendered non-functional, and an automated announcement instructs all employees to remain at their workstations.
This blackout presents Alex with a critical choice: obey the instructions and stay put, or seize this rare opportunity to explore Room 451. If Alex chooses to investigate, she must navigate through the darkened office, avoiding other employees and potential security measures.
Upon entering Room 451, Alex discovers a note left by a former employee, identified only as J.D. The message reads:
“To whoever finds this: The truth is hidden in plain sight. There’s a disk that can bring down the Unity Coalition. Last I heard, Kaine got his hands on it. He wouldn’t destroy it – too cautious. It must be in his office somewhere. Find it, use it wisely. Be careful, and trust no one. – J.D.”
As emergency power begins to return and distant footsteps approach, Alex must make a hasty retreat to avoid detection. The chapter concludes with Director Kaine addressing the staff about the power outage, his suspicious gaze lingering on Alex.
Chapter 5: Resistance and Consequences
Armed with the knowledge from the mysterious note, Alex begins to formulate a plan to access Director Kaine’s office and search for the hidden disk. This presents a significant challenge, as Kaine’s office is the most secure and surveilled area in the building.
As Alex starts her day, an unexpected event occurs. Derek passes by her office, looking concerned.
Derek: “Hey Alex, have you seen Mira? We were supposed to have a meeting this morning, but she never showed up. It’s not like her to miss appointments without notice.”
This disappearance adds a new layer of complexity to Alex’s mission. Is Mira’s absence connected to their shared suspicions about Athena Corp? Has she been discovered? Or is there another explanation?
Despite her worry for Mira, Alex must continue her plan. She carefully observes Kaine’s routines, looking for any opportunity to access his office undetected. The search becomes an even more dangerous game of cat and mouse, with the added stress of Mira’s unexplained absence.
As the chapter progresses, Alex must balance her regular duties, maintain an appearance of loyalty to avoid Kaine’s growing suspicion, and find moments to continue her secret mission. Alex’s persistence pays off as she finally manages to access Kaine’s office during a brief window of opportunity. In a tense, time-pressured sequence, she searches the office, finally discovering the disk hidden deep within a locked cabinet.
As Alex quickly reviews the disk’s contents, revealing damning evidence about the true nature of the Unity Coalition and ATHENA, she hears approaching footsteps. To her shock, it’s Mira who enters the office.
Mira’s behavior is noticeably different. She seems distant, her movements slightly mechanical, her usual warmth replaced by an eerie calmness.
Mira: “Alex? What are you doing in Director Kaine’s office? I’ve been looking for you. The Unity Coalition has some questions they’d like to ask you.”
This encounter presents Alex with a chilling realization: something has happened to Mira during her disappearance. Has she been “reconditioned”? Is she now working directly for the Unity Coalition? Or is this all an act to protect Alex?
In this heart-pounding climax, Alex must make a series of crucial decisions: Can she trust this version of Mira? Should she reveal what she’s found or play along? And ultimately, what should she do with the disk and the truth it contains?
As the confrontation unfolds, Alex must navigate a treacherous path between truth, loyalty, and survival. The choices available to her depend on her actions throughout the game, but they might include:

If Alex chose to try and wake up Mira: This path leads to an intense, emotional confrontation. If successful, Mira might break free of her conditioning, leading to a powerful alliance against the Unity Coalition. If unsuccessful, Alex faces the full force of the system’s retaliation.
If Alex used the disk as leverage: This choice results in a tense negotiation with Kaine and possibly higher-ups in the Unity Coalition. The outcome depends on Alex’s skill in navigating this dangerous terrain, potentially leading to a compromise that begins to change the system from within.
If Alex destroyed the evidence: This path seems to offer safety at first, but Alex must now live with the knowledge of what she’s discovered while outwardly conforming to the system. This could lead to a long-term undercover resistance storyline.
If Alex escaped with the disk: This choice leads to a thrilling chase sequence, with Alex using all her knowledge of Athena Corp to evade capture. Success means the opportunity to expose everything, but at great personal cost.
If Alex pretended compliance: This path is a slow burn, with Alex outwardly conforming while looking for future opportunities to uncover more evidence and build a stronger case against the Unity Coalition.
The epilogue shows the longer-term consequences of Alex’s choices, not just for her but for the society as a whole. Depending on the player’s path, we might see:

The epilogue ends with a final scene that brings us full circle, echoing the opening of the game but in a context utterly changed by the player’s journey. Perhaps we see a new employee starting their first day at a changed Athena Corp, or Alex beginning a new chapter in her life, forever altered by her experiences.
This ending leaves the player with a sense of closure while also hinting at the ongoing nature of the struggle for truth and freedom, inviting them to reflect on the choices they made and their consequences.

Alex overhears a hushed conversation between two coworkers in the break room
Coworker 1: (lowering voice) “Did you hear? Jameson from Sector 7 disappeared last night.”
Coworker 2: (nervously) “What? How?”
Coworker 1: “Word is, he was asking too many questions about the Council’s latest directive.”
Coworker 2: “The Council? I thought that was just a rumor…”
Coworker 1: “Oh, it’s real alright. My cousin works in Central Archives. Says he’s seen documents with their seal.”
Coworker 2: “But who are they? How come we never see them?”
Coworker 1: “That’s the point, isn’t it? They’re invisible. Pulling the strings from the shadows.”
(They notice Alex and abruptly stop talking)
Coworker 2: (loudly) “So, how about that weather forecast? Another beautiful day thanks to the Unity Coalition!”

Kaine: (sounding nervous) “I assure you, there will be no mistakes this time. I know what happened to Director Chen when he…”
(pause)
Kaine: “Yes, of course. The Council’s will is our highest priority. It will be done.”
(Alex accidentally makes a noise, and Kaine quickly ends the call)
Kaine: (turning towards Alex) “Who’s there? Alex? Where you listening?”

Frank, the building superintendent, pulls Alex aside in a quiet corridor
Frank: (whispering) “Listen carefully, Alex. I don’t have much time.”
Alex: “What’s going on, Frank?”
Frank: “I’ve worked here for decades, seen things you wouldn’t believe. The Council… they’re real, and they’re watching us all.”
Alex: “The Council? Who are they?”
Frank: “Nobody knows for sure. Some say they’re the original architects of our society after the Great Wars. Others think they’re not even human anymore.”
Alex: “Not human? What do you mean?”
Frank: (looking around nervously) “There are rumors… experiments from the war. Ways to extend life, enhance the mind. But that’s not important now. What matters is—”
(A security camera swivels towards them)
Frank: (loudly) “—and that’s how you properly recalibrate the ventilation system. Any questions?”
Alex: (confused) “Uh, no. Thanks, Frank.”
Frank: (walking away, muttering) “Remember, Alex. Question everything, trust no one. The walls have ears, and the Council… the Council is always watching.”

NPC Reactions to Surreal Party Announcements
1. Mira’s Reaction
After the announcement: “The Unity Coalitions sleep scientists have eliminated the need for REM sleep. Dreams are now optional and can be purchased from the company store.”
Mira: (whispering to Alex, a mix of sarcasm and genuine worry) “Great, now we can work through the night too. I wonder if they’ll start charging us for blinking next. But seriously, Alex, doesn’t this seem… I don’t know, wrong to you?”
This reaction shows Mira’s growing doubt in the system and her trust in Alex, while still maintaining a cautious approach.
2. Derek’s Reaction
After the announcement: “Thanks to breakthroughs in quantum linguistics, the Unity Coalition has successfully reduced the alphabet to 21 letters. Communication is now 19% more efficient!”
Derek: (loudly, with exaggerated enthusiasm) “Brilliant! I always thought we had too many letters. It was so confusing. Now, if only they could reduce the number of digits, my reports would be perfect!” (Lowers voice, glancing at Alex) “You’re keeping up with the new alphabet, right? Wouldn’t want anyone to fall behind…”
Derek’s response demonstrates his role as a spy, overtly showing support for the Unity Coalition while subtly probing Alex’s compliance.
3. Frank’s Reaction
After the announcement: “Attention: The Unity Coalitions gravity reduction initiative has decreased the weight of administrative paperwork by 50%. Please recalibrate your paper airplanes accordingly.”
Frank: (muttering to himself while fixing a lighting panel, not realizing Alex can hear) “Gravity reduction? More like common sense reduction. Next thing you know, they’ll be telling us water flows uphill and… oh, hello Alex. Just, uh, adjusting the anti-gravity lights. Standard maintenance, you know.”
Frank’s reaction reveals his cynicism towards the unity Coalitions claims and his habit of hiding his true thoughts, while also hinting at his knowledge of the building’s inner workings.
This is a self funded indie VR game. We have limited budget that doesn’t allow for big teams. Instead it’s me, Jens, as the game designer, developer and publisher. I will be contracting certain jobs (especially 3d asset creation and music composition) to freelancers or buy ready-made assets from libraries.
As the game engine I decided on Godot 4.
It will be published to Steam and the Meta Oculus store, maybe also the Pico store.
Cultural References
As you might have noticed the world that the game is set in resembles a mixture of the book 1984 and the TV series Severance.
The way that we story will be experienced and felt will try to resemble Valves VR Game Half Life Alyx or the indie game Firewatch. Further influences are taken from The Stanley Parable.
The world building and art direction is influenced by Industria (as this is also a GDR/soviet based future)
